UAE Single-Use Plastic Ban: What Changed for Food Packaging in 2026
Updated October 2026. From 1 January 2026, the UAE prohibits the import, manufacture and trade of a wider range of single-use plastic products across the country. For restaurants, cafés, caterers and delivery kitchens in Dubai, Sharjah, Abu Dhabi and every other emirate, that changes what can go into a takeaway bag. This page summarises the rules and the packaging that replaces the banned items.

What is banned from 1 January 2026
The Ministry of Climate Change and Environment's second phase of Ministerial Decision No. 380 of 2022 covers these single-use plastic products:
- Beverage cups and their lids
- Cutlery: spoons, forks, knives and chopsticks
- Plates
- Straws
- Stirrers
- Food containers and boxes made of Styrofoam (expanded polystyrene)
Single-use bags are also covered: bags of any material thinner than 50 microns are banned.
What is exempt
- Products made for export or re-export
- Bags and products made in the UAE from recycled materials
- Medicine bags and refuse (garbage) bags
- Very thin bags used to wrap fresh food such as meat, vegetables and bread
- Large shopping bags for clothing, electronics and toys
Dubai started earlier
Dubai introduced its own phased rules from 1 January 2024, beginning with single-use plastic bags and extending to further items such as stirrers, cups and Styrofoam containers before the national ban. Businesses in Dubai will already have changed some packaging; the 2026 rules bring the remaining items in line across all emirates.
What to use instead
| Banned item | Common replacement |
|---|---|
| Plastic cups and lids | Paper cups with fibre or paper lids; reusable cups for dine-in |
| Plastic cutlery | Wooden cutlery; metal flatware for dine-in |
| Plastic plates | Paper or fibre plates; melamine or porcelain for dine-in |
| Plastic straws and stirrers | Paper straws and wooden stirrers |
| Styrofoam food boxes | Kraft and paper takeaway containers, aluminium foil containers |
| Thin plastic carrier bags | Paper bags and reusable bags |
How to switch without disrupting service
- List every packaging item you use today, by size, from cups to sauce pots.
- Mark the banned items using the list above.
- Test the replacements with your real menu: hot soups, oily dishes and iced drinks behave differently in paper.
- Check fit: paper cup lids must match the cup size exactly, and containers must fit your delivery bags.
- Use up compliant stock first, and keep one supplier for the full range so sizes stay consistent.
